Important

Here, you can report any conduct or situation that violates current regulations, that you have experienced, witnessed, or become aware of. Your identity will remain strictly confidential throughout the entire reporting and handling process.

Useful information

Each report has its own secure messaging system, allowing you to send and receive messages while respecting your choice to remain anonymous.

Only the designated case managers will have access to the information you submit. You will be able to follow the progress of your report and communicate via the confidential code provided when you submitted it.

All reports are thoroughly reviewed.

Can I file a report anonymously?

Yes.

The SAFE INP platform ensures complete anonymity. Your personal data are stored on a secure external platform. The case managers receiving your report will have no access to your identity. Communication takes place through a confidential and secure space. You can connect directly using a unique personal code.

Is my report protected by confidentiality?

Yes.

All members involved in the SAFE INP system are bound by professional secrecy (Article L.121-6 of the French General Civil Service Code). Their assignment letters explicitly mention this obligation.
Strict confidentiality is guaranteed regarding the identity of the reporting person, the victims, the witnesses, the facts, and the individuals involved — even when information must be shared with authorized persons for the proper handling of the case.

What happens after I submit my report?

You will receive an acknowledgment of receipt and will be contacted by one of the case managers.
Your report will be processed promptly, and you will receive regular updates.

The Coordination Group reviews and monitors your case.
Depending on the issue and its seriousness, the group may consult the Work Situation Analysis Group and/or the institution’s governance.
The Work Situation Analysis Group proposes appropriate solutions and support measures. Only the governance may take precautionary measures, request an administrative investigation, or refer the case to disciplinary sections — and, if necessary, inform the judicial authorities.

The Coordination Group also ensures follow-up on governance decisions and maintains contact with the reporting person.
In case of institutional closure, your report will be handled as soon as possible.
In emergencies, depending on the nature of your situation, please contact a doctor, the police, or a relevant support organization.

Can I meet someone to discuss my difficulties confidentially?

Yes.

You may request a meeting with two members of the Listening Space, who are specially trained and bound by strict confidentiality.
This meeting aims to help you clarify your discomfort through active and empathetic listening.

A listening report, drafted by the two listeners and validated by you, will be kept for two years by them and remains your property. It is not intended for use outside the SAFE INP framework.
You may choose to stop there or authorize the transfer of your report to the Coordination Group (anonymously if you wish) to explore possible solutions.
The list of members of the Listening Space is available for download on the MERCURE / SAFE-INP portal: Reporting, Support, Facilitation, and Listening.
